This year, United Way of the Franklin and Hampshire Region distributed $260,000 to 8 local agencies providing emergency food and shelter.
The funds originate from a FEMA grant program called the Emergency Food and Shelter Program (EFSP). The program is run by United Way World Wide who provides guidance and checks compliance.
Local United Way Community Investment Director Geoff Naunheim sits on the local EFSP board and administers the local program. Says Naunheim, “We set up the application, assemble the local board, and help direct where the money goes.”
The local board is made up of representatives from major national charities and federations operating in our region like the Salvation Army, Red Cross, Catholic Charities, as well as formerly homeless individuals and other key constituencies. This is mandated by the national program.
This year we received $260,000 for Hampshire County, $190,000 of which is from the American Rescue Plan Act (ARPA).
“FEMA decides funding based on unemployment and poverty rates,” explains Naunheim, “This is a challenge for us in Massachusetts since the cost of living is so high.”
